Should Congress pass legislation aimed at increasing
involvement in such national programs as AmeriCorps, Citizen Corps, Senior
Corps and the armed forces? That is the question for the annual National
High School Policy Debate, which debate clubs, classroom students and the
general public are invited to consider. This gives debaters an historical
overview of national service in the US and resources (web and print) on
military service and conscription, youth and the draft, community service
programs, and the issue of mandatory universal national service. Materials
include news articles and opinion pieces, and appendices include the
statement upon signing the order establishing the Peace Corps by President
John F. Kennedy and a national service timeline by the Corporation for
